Must Meet the "Basic Requirements" - Interpretation of Key National Data from the "Eleventh Five-Year Plan" Outline (Part 5)

During the "11th Five-Year Plan" period, significant progress was made in improving workplace safety. The mortality rate from production-related accidents per unit of GDP dropped by 35%, while the death rate per employee in industrial and mining sectors fell by 25%. These achievements were outlined in the "Eleventh Five-Year Plan Outline for the People's Republic of China National Economic and Social Development." On March 25, a natural gas leak was detected at a well in Gaoqiao Town, Kai County, Chongqing City, prompting the evacuation of over 10,000 nearby residents. The affected well, Luojia 2, was located on the same site as the Luojia 16H well, where a major blowout occurred in 2003. Fortunately, this incident did not result in any casualties. Compared to past incidents, the outcome was much more favorable. As Li Yizhong, Director of the State Administration of Work Safety, emphasized, in an environment where it is impossible to completely eliminate accidents, the goal should be to minimize or even avoid fatalities. This is the fundamental standard for safe production. According to recent statistics, 136.7 million people died in various safety accidents nationwide last year. The death rate per unit of GDP due to production accidents stood at 0.7, which is twice that of South Korea and 20 times higher than in the United States and the United Kingdom. In the mining and trade sector, the accident death rate per 100,000 employees reached 3.85. The petroleum and chemical industry remains a high-risk area, with hazardous chemical accidents showing a clear upward trend in recent years. For example, in April 2004, 13 serious chemical spills and explosions occurred in Heilongjiang, Jilin, and Beijing, resulting in 23 deaths and over 300 injuries or poisonings. Clearly, such conditions are inconsistent with the goals of scientific development and building a harmonious society during the 11th Five-Year Plan period. Given these challenges, the national "Eleventh Five-Year Plan" included targets for reducing mortality rates. This reflects a recognition of the urgent need to address safety issues and meet basic standards. It also highlights the deep concern about the current state of production safety. Reducing fatalities, or ideally eliminating them, is not only a prerequisite for safe production but also essential for the healthy growth of the national economy and the construction of a harmonious society. Without achieving this basic goal, how can we change the perception that the oil and chemical industry is inherently dangerous? How can we ensure the confidence of millions of workers in this sector? And how can we reach the highest level of safety—where employees' health is fully protected, occupational diseases are eliminated, and a truly safe environment is created for both society and workers? These are two critical indicators. If we can meet or exceed these targets, the benefits will go beyond short-term gains—they will save countless lives. We have no reason not to strive for this goal with all our efforts.
