According to officials from the National Standards Commission on the 14th, a new national standard for plastic shopping bags is set to be officially released before June 1, the day when the "plastic ban" comes into effect. The draft of the standard is expected to be issued by the end of this month, with full implementation planned ahead of the deadline. Dong Jinshi, vice chairman of the China Plastics Association’s Plastic Recycling Committee, who was involved in the development of the standard, shared some key details with the media.
The mandatory national standard has been drafted and is now in the final stages of development. Officials stated that the National Standards Committee began working on the standard last year in response to the State Council's notice. The entire development process is now fully underway, and the standards are expected to be officially published by the end of the month. All specifications will be in place before June 1, as required by the government.
Currently, there are no specific regulations governing plastic shopping bags in China, and no product standard exists for bags thinner than 0.025 mm. This new standard, developed by the National Plastics Standardization Committee, will be the first mandatory national standard for such products.
Previously, China only had a recommended national standard for "commercial retail packaging bags" (GB/T 18893-2002), which applied to plastic, kraft paper, and whiteboard paper packaging. However, this standard was downgraded to an industry standard in 2006 and failed to be effectively implemented.
Under the new rules, plastic bags that come into direct contact with food must clearly state the word “food†in a visible location. Additionally, they must carry the QS logo, a quality certification mark. Consumers are advised to check for both marks when purchasing food in plastic bags. If these markings are missing, it is recommended to avoid using them.
The State Council’s notice sets a minimum thickness of 0.025 mm as a critical requirement for plastic shopping bags. This will be a mandatory production criterion. Each side of the bag must not be thinner than 0.025 mm — marking the first time this specification has been included in a national standard.
In terms of size, the standard allows for a deviation of no more than 2%. For example, a standard supermarket bag measuring 30 × 40 cm can have an error margin of up to 2%.
Appearance requirements include smooth texture, no wrinkles, stains, air bubbles, or color holes. Printed text and patterns must be clear, uniform, and aligned, with overprint errors not exceeding 1 mm.
The testing procedures include water leakage tests. Bags must pass inspections for appearance, thickness, and print quality. Each batch must come with a certificate of conformity, including details like product name, brand, manufacturer, size, weight, and date of manufacture.
Previously, many plastic bags were sold without any documentation. Now, all bags must meet strict performance criteria, including lifting and leak tests. In food-grade plastic bags, additional tests for acid and oil resistance are also required to ensure safety and quality.
