National standards for plastic shopping bags will be formally introduced

According to officials from the National Standards Commission on the 14th, a new national standard for plastic shopping bags is set to be officially launched before the "plastic limit" regulation comes into effect on June 1st. The draft of the standard is expected to be released by the end of this month, marking a significant step in China's efforts to reduce plastic waste and promote sustainable packaging solutions. Dong Jinshi, deputy chairman of the China Plastics Association’s Plastics Recycling Specialist Committee, who was involved in the development of the standard, shared some key details with the media. He emphasized that the new standard will be mandatory, aiming to ensure higher quality and safety for consumers while addressing environmental concerns. The National Standards Committee has been working on these regulations since late last year, aligning with the State Council’s directive. The full development plan is now underway, and all standards are expected to be finalized before June 1st. These include both product specifications and testing methods required by the government’s notice. Currently, China lacks specific regulations for plastic shopping bags with a thickness under 0.025 mm. This new standard, developed by the National Plastics Standardization Committee, will be the first mandatory national standard for such products, setting clear requirements for thickness, size, and quality. Previously, there were only recommended national standards for “commercial retail packaging bags” (GB/T18893-2002), which covered various materials but were later downgraded to industry standards in 2006. Their implementation had been inconsistent, leading to the need for a stronger, legally binding framework. Under the new rules, any plastic bag that comes into direct contact with food must clearly state the word “food” in a visible location, along with the QS logo. Consumers are advised to check for these markings when purchasing food packaged in plastic. If they are missing, it is recommended to avoid using the product. The standard also sets a minimum thickness requirement of 0.025 mm for each side of the plastic bag, making it the first time such a measure has been included in a national standard. In terms of dimensions, the length and width can deviate by no more than 2%. For example, a standard supermarket bag measuring 30 × 40 cm must not vary by more than 0.8 cm. In terms of appearance, the bags must be smooth, free of wrinkles, stains, air bubbles, or color holes. Printing quality must be clear, with uniform ink and accurate overprint alignment—no more than 1 mm off. This ensures that printed text remains consistent when multiple bags are stacked together. Testing procedures will include water leakage tests, where 1/5 of the bag’s volume is filled with water at around 23°C and left for one minute to check for leaks. For food-grade plastic bags, additional tests for acid and oil resistance will be conducted to assess evaporation residues. Manufacturers will also be required to provide a certificate of conformity for each batch, including details like product name, brand, manufacturer, size, and production date. Previously, many plastic bags were sold without proper documentation, raising concerns about quality and safety. This comprehensive standard aims to improve the quality, safety, and environmental impact of plastic shopping bags, reflecting a broader commitment to sustainability and consumer protection.
