Global Mercury issues substantive negotiations

From January 24 to 28, the second meeting of the Intergovernmental Negotiating Committee for the preparation of a global legally binding instrument on mercury organized by the United Nations Environment Programme was held in Chiba City, Japan. Delegates from various countries and international organizations began substantive negotiations on the essential elements of the mercury instrument.
Xu Qinghua, head of the Chinese government delegation and director of the Department of International Cooperation of the Ministry of Environmental Protection, introduced China’s basic position and proposition on the element document. He said that the negotiating direction and foundation of the instrument should fully, objectively and fully reflect the relevant spirit and principles set by the UNEP Governing Council, especially the principle of “common but differentiated responsibilities”. It should effectively take care of the special needs of developing countries. Concern and concern that mercury pollution control measures should comprehensively consider the economic, social, and cost implications, and avoid the emergence of more environmental problems in order to solve an environmental problem. Xu Qinghua said that developed countries have the responsibility and obligation to provide support and assistance to developing countries in the transfer of capital and technology in order to improve the developing countries’ compliance capacity. The position of the Chinese delegation was positively responded to by all parties attending the meeting.
The first Intergovernmental Negotiating Committee meeting was held in Sweden in July 2010. According to relevant arrangements, after this meeting, the UN Environment Programme will also hold 3 meetings to reach a global legally binding mercury instrument in early 2013.
Leaded by the Ministry of Environmental Protection, the Chinese government delegation composed of the Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Land and Resources, National Energy Administration, China Petroleum and Chemical Industry Federation, Peking University and Tsinghua University attended the meeting. .
