The *Daily Herald* has published another update on the ongoing discussions between the Village of Barrington and the Barrington & Countryside Fire Protection District (FPD). The conversation has taken a new turn, with village officials pushing for more than just the hiring of laid-off firefighters — they’re now suggesting that the fire district offer substantial signing bonuses to make the transition smoother.
This proposal was outlined in a letter sent by Barrington Village President Karen Darch to FPD President Tom Rowan on June 27. In addition to the bonus idea, the letter also calls for the approval of an automatic-aid agreement, which would allow both agencies to respond to emergency calls from their closest stations, improving response times and efficiency.
Rowan stated that his board hasn’t yet had time to fully review the letter but plans to respond soon. The fire district is set to meet this Monday to discuss potential candidates for the role of interim administrator.
While Darch’s letter outlines a planned meeting with Rowan during the week of July 8, it also raises concerns about the financial risk involved if any of the leased firefighters file for disability during the two-year lease period. This could place a burden on the village, according to the letter.
Rowan clarified that the fire district’s goal is to save jobs and retain the experience of the firefighters who would otherwise be laid off when the current contract ends on January 1. These experienced personnel, who know the area well, would work alongside new hires from a private company, bringing the total number of firefighters to around 33.
However, Rowan noted that the district cannot immediately offer pension benefits to these firefighters, as they currently receive them through the village. The two-year lease is seen as a temporary solution while a long-term plan — possibly involving a tax referendum — is developed to cover such costs.
So far, the village hasn’t specified exactly how many firefighters will be affected, but fire district officials have emphasized their commitment to keeping all employees employed.
On July 15, Barrington trustees will hear a report from a consultant recommending a restructuring of the village’s fire department in 2014.
The Barrington & Countryside Fire Protection District covers a large 48-square-mile area, including parts of Barrington Hills, Lake Barrington, South Barrington, and Inverness, as well as unincorporated areas of Cook, Lake, and McHenry counties.
For years, the district has relied on contracts with the Village of Barrington for its fire and paramedic services. However, the relationship began to shift after village officials declined requests for more firefighters and equipment, prompting the district to explore alternatives.
