Barrington & Countryside FPD update

The *Daily Herald* has published another update on the ongoing discussions between the Village of Barrington and the Barrington & Countryside Fire Protection District (FPD). The conversation has taken a new turn, with the village pushing for more than just hiring laid-off firefighters — they’re now suggesting that the fire district offer significant signing bonuses to make the move more attractive. This proposal came from a June 27 letter sent by Barrington Village President Karen Darch to FPD President Tom Rowan. In addition to the bonus idea, the letter also urges the fire district to approve an automatic-aid agreement that would allow both agencies to respond to emergencies based on proximity to their respective stations. Rowan mentioned that his board hasn’t yet fully reviewed the letter but plans to respond soon. The fire district is set to meet this Monday to discuss potential candidates for the interim administrator role. While Darch’s letter outlines a planned meeting between her and Rowan during the week of July 8, it raises concerns about the financial risks involved in leasing 18 village firefighters for two years. Specifically, if any of these employees file for disability during that time, the village could face unexpected liabilities. Rowan emphasized that the fire district’s goal is to save jobs and retain the expertise of the firefighters who would be laid off when the current contract expires on January 1. These experienced personnel, who are well-versed in the local area, would work alongside newly hired staff from a private firm to bring the total number of firefighters up to around 33. However, Rowan noted that the district can't immediately offer pension benefits to the laid-off firefighters, as they currently receive those from the village. The two-year lease was seen as a temporary solution while a more permanent arrangement — possibly involving a tax referendum — is explored. So far, the village hasn’t specified exactly how many firefighters will be affected, but fire district officials have stated their intention is to ensure no one loses their job. Barrington trustees are scheduled to hear a report from a consultant on July 15, which recommends restructuring the fire department in 2014. The fire district covers a vast 48-square-mile area outside the village, including parts of Barrington Hills, Lake Barrington, South Barrington, and Inverness, as well as unincorporated areas of Cook, Lake, and McHenry counties. Historically, the district has relied on contracts with the village for fire and paramedic services.
