Xinjiang issued ethylene downstream industry project development plan

Xinjiang in the energy sector has further accelerated the transformation of advantageous resources. The “Ethylene Downstream Industrial Project Plan in Xinjiang,” which was recently launched, has made a clear plan for the ethylene downstream industrial chain and key projects.

The Xinjiang Ethylene Downstream Industrial Project Plan (hereinafter referred to as the “Planning”) prepared by Xinjiang Uygur Autonomous Region Economic and Trade Committee and the Petroleum and Petrochemical Development Leading Group Office is based on Dushanzi million tons of ethylene and Urumqi Petrochemical one million tons of aromatics and other large projects under construction. We have detailed plans for the ethylene downstream extension industry chain and key development projects for synthetic resins, synthetic fibers, and organic chemical raw materials, and for the first time put forward the overall goal of ethylene downstream industry development.

The plan proposes two specific plans: Plan one, based on existing advantageous resources in Xinjiang, make full use of chemical raw materials produced by large ethylene and large aromatics projects, extend the downstream and related industries, and the planned project can be constructed simultaneously with the ethylene project; On the basis of Option 1, we will increase the production of supporting basic chemical raw materials, fill shortages of petrochemical raw materials, and further broaden the development of downstream products.

According to the plan, Plan 1 includes 51 projects, with a total estimated investment of 16.9 billion yuan, and plans to produce 2.35 million tons of downstream products; program 2 proposes 79 projects (including the project of program 1), and the total investment is estimated to be 46 billion yuan. The planned output is The downstream product is 6.95 million tons.

In 2006, Xinjiang produced 25 million tons of crude oil and 16.1 billion cubic meters of natural gas, ranking third and first in the country respectively. The existing oilfields in Karamay Oilfield, Tarim Oilfield, Tuha Oilfield, and Tahe Oilfield in Xinjiang have a crude oil processing capacity of 21.2 million tons/year, and a number of large and medium-sized petrochemical bases such as Dushanzi, Urumqi, and Karamay have been established. In addition, the construction of China-Kazakhstan crude oil pipelines, the construction of several railways in Xinjiang, and the production of western crude oil product pipelines have created favorable conditions for the development of ethylene downstream industries in Xinjiang.
