Released "Coal Production Technology and Equipment Policy Guidance"

To guide and standardize coal production, promote technological progress and optimize and upgrade industrial structure, ensure safe production, strengthen environmental protection in mining areas, and promote the scientific development of the coal industry, according to the “Opinions of the General Office of the State Council on Further Improving Safety Production in Coal Mines” (Guobanfa [2013] No. 99) and other relevant documents, the National Development and Reform Commission, the State Administration of Safety Supervision, the National Energy Administration, and the State Coal Mine Safety Supervision Bureau recently issued a "coal production technology and equipment policy orientation (2014 version)" in a joint announcement form. (Hereinafter referred to as "Policy-oriented"), implemented since January 1, 2015.

"Policy-oriented" is based on a comprehensive review of existing coal production technologies and equipment, based on relevant laws and regulations and production practices over the years, 23 coal mining production systems (links) for coal mining, tunneling, power supply, and upgrading. The technologies and equipment used were divided into four categories: encouragement, promotion, restriction, and prohibition according to different geological conditions and different well sizes, and 639 items of coal production technology and 123 items of equipment were collected in tabular form.

As an important part and core content of the coal industry policy and technology policy, “Policy Guidance” is an important basis for guiding and regulating coal construction, production, technological transformation and structural adjustment, and strengthening post-event supervision. At the same time, it is of great practical significance to improve the access standards for the coal industry in China, increase the elimination of backwardness, and push the coal industry out of difficulties.
