3 business process

3.1 Mining production process flow chart

3.2 Mining schedule planning and review

3.2.1 The preparation of the mining schedule shall strictly implement the “Management Standards for Mine Excavation Schedule Planning”.

3.2.2 Each mine (mine contractor) submits the annual mining progress plan (including geological exploration plan) for the next year at the end of November each year. The plan includes the mining schedule plan, the production summary, analysis and problem solving measures in the previous quarter.

3.2.3 Each mine (mine contractor) submits the next quarter mining progress plan (including geological exploration plan) in the middle of the end of each quarter, which must include the mining schedule plan, the production summary, analysis and problem solving measures in the last quarter.

3.2.4 The electronic version will be submitted to the next month's mining schedule (including geological exploration plan) before the 15th of each month, and must be accompanied by the Anche plan.

3.2.5 The resource department is responsible for organizing the audit within 10 days after receiving the submitted mining plan, and feedback the audit results to each mine unit (mine contractor). After the plan is approved, the responsible deputy manager approves the implementation.

3.3 Mining production control:

3.3.1 Each mining unit (mine contractor) is responsible for the organization and implementation of the production plan.

3.3.2 The excavation and mining of the underground mine main transportation roadway must be submitted to the single design, which can be implemented after the relevant professional and technical personnel of the Ministry of Resources organize the approval.

3.3.2 Each mining unit (mine contractor) submits daily production daily report, which must be reflected in the daily report: open pit mine includes total amount of stripping, raw ore, and ore grade. The underground mine includes the total amount of ore discharged and the amount of ore produced by each mine, the mining volume of each mine, the amount of excavation, and the grade of the ore. After review, posted on the office network

3.3.3 units each mine (mining contractors) each month to submit monthly production to production technology department, must be reflected in the monthly report: open pit stripping, including the total amount of output, the amount of ore, ore grade, ore beneficiation plant to And output grade. The underground mine includes the total amount of ore and the amount of ore discharged from each mine, the mining volume of each mine, the amount of excavation, and the grade of the ore. After review, it will be released on the office network.

3.3.4 Open pit mines The open pits and dumping sites must be issued quarterly with the progress of the project.

3.3.5 Underground mines All the engineering quantities in the underground: mining, mining, development, mining, and cutting must be issued monthly with the progress of the project.

3.3.6 All mining units (mine contracting units) must carry out production geological exploration work normally, and the Ministry of Resources shall compile the annual and quarterly production exploration plans of the mines, and implement the mine organization after the issuance. If adjustments are needed during construction, they must be approved by the Ministry of Resources. The mine completes a summary report on production geological exploration every six months.

3.3.7 Seriously carry out geological cataloging work, draw production geological exploration drawings, establish production geological exploration ledgers; require a horizontal ore body plan plan for each mining middle section, and draw an ore body exploration line profile view for each exploration line; A three-level mineral reserve map is attached and a mineral scale is attached.

3.3.8 Do a good job in the calculation and management of reserves. Through the geological exploration and production practice, the reserves of the changed ore bodies will be delineated and the reserves will be calculated. The recalculated reserves will be reported to the Ministry of Resources for review before the mining is completed. The basis for the mining loss rate.

3.3.9 Grasp the quality management of ore. The establishment of the main quality index depletion rate and loss rate is based on the preliminary design and based on the actual production changes.

3.3.10 Ore products must be sold to designated factories and must not be lost or exported.

3.3.11 Before the 20th of each month, the Production Technology Department shall determine whether the production plan will change next month according to the ore demand plan, process equipment conditions, raw material changes, etc., and form a monthly production and operation plan, approved by the general manager or management representative. Issue relevant departments and units.

3.4 Mining process indicator control:

3.4.1 The Ministry of Resources selects the process quality control points and control items according to the process control indicators in the company's “Single Mine Single Evaluation Index” and combines the characteristics of the company's product production process, and releases the implementation of each mining unit (mine contractor).

3.4.2 The Ministry of Resources shall continuously promote the application of new processes and new technologies. When the process changes due to technological transformation or expansion, or the quality requirements change significantly, the Ministry of Resources shall promptly determine whether the process quality control points are supplemented or reduced. Formulate corresponding control measures to release the mine units (mine contractors) in written form.

3.4.3 The Quality Inspection Center of the Production Technology Department shall, according to the requirements of the quality control point and the relevant standards such as the “Inspection and Test Control Procedures”, formulate the operation instructions for inspection and test and conduct inspections and tests according to them. The results shall be in the form of telephone, notice, etc. Accurate and timely feedback to all relevant positions and leaders, and control the ore ex-factory according to the quality inspection.

3.4.4 The Production Technology Department has the right to request the quality inspection center to conduct a re-inspection or to inspect the inspection test conditions for the disputed inspection results.

3.4.5 When there is any failure in the process, the quality inspection center shall firstly process it, notify the operation unit to take corrective measures such as homogenization and report to the production technology department for disposal according to the “non-conforming product control procedure”, and the production technology department shall verify and correct it. The implementation effect of the measures.

4 Inspection and assessment The management personnel of the Ministry of Resources shall inspect the operation of the stope on a regular or irregular basis, and conduct monthly inspection and inspection of the process control indicators of the mine. If it is found that the requirements are not met, the assessment shall be carried out according to the following provisions:

4.1 For each plan indicator (including underground mine excavation plan), the completion rate is 95% (including 95%) or more, which is regarded as completion; the completion rate is 85%-95%, and each contract is 5,000 yuan; the completion rate is below 80%. Each deduction contractor is 10,000 yuan; the completion rate of less than 60% for three consecutive months is considered incapable of completion, and a mining company has the right to terminate the contract.

4.2 The Ministry of Resources conducts process discipline inspections from time to time, fills in the process discipline checklist, and the two parties take effect after signing, as the basis for the month-end assessment.

4.3 In the process discipline inspection, find the actual and design (or plan) discrepancies, depending on the circumstances, each deduction contractor 3000 ~ 10000 yuan, if the circumstances are serious, a mining company has the right to terminate the contract, all losses are contracted Party burden. The discrepancies between the actual and the design (or plan) must be rectified within a time limit, otherwise the penalty will be doubled.

4.4 Failure to submit the mining progress plan in time according to the requirements, depending on the circumstances, each deduction contractor is 2000-10000 yuan.

4.5 Calculation of ore loss rate According to the audited secondary circle ore quantity minus the amount of ore recovered (disposal of waste rock), each increase of 1%, deducting the contractor 10,000 yuan, less than 1%, proportionally deducted The mine loss rate is assessed after the mine is released; the ore depletion rate is calculated according to the sampling data of the quality inspection center of the production technology department of a mining company. For each 1% increase, the deduction of the contractor is 10,000 yuan, less than 1%, according to The proportion is deducted and the depletion rate is assessed monthly.

4.6 Open-pit mine mining schedule (including geological exploration plan) implementation rate must reach more than 85%, completion rate of 80%-85%, assessment of 5,000 yuan; completion rate of less than 80%, assessment of 10,000 yuan.

4.7 If the mine geological work is not carried out in time, the mining unit or the mining contractor shall be deducted 500 yuan for each item according to the responsibility.

4.8 Each time the ore is found to be exported privately, a mining company has the right to terminate the contract and impose a 10 times compensation. 5 records
