Five major challenges to safe production

The progress of industrialization in China was relatively late, and the start-up and development of the chemical industry was even later. Wang Haijun said that in terms of safety production, there are several aspects of the current challenges.

First, the safety production base of China's chemical industry is still very weak. Judging from the current situation, most chemical companies are small in scale, lag behind in technology, and have low levels of equipment, especially automation. A considerable number of medium-sized chemical companies were established in the 60s to 80s of the last century. These enterprises generally have basic conditions. Poor, relatively backward technology level, and most of the enterprises in China are small and medium-sized chemical companies, although the number is large, but the basis of safe production is weak.

Second, with the development of domestic large-scale chemical companies, especially after transnational chemical companies have established their own enterprises in China, we are beginning to face the challenges of large-scale and complex chemical plant construction. Chemical production devices and storage and transportation devices have become large-scale, complicated, and integrated. They have the characteristics of being capital-intensive, technology-intensive, and high-security risks. Once an accident occurs in a large-scale production facility, the consequences of the accident and the risk of the accident are often very large and high. The scope of the accident is often very wide, and the pressure on safety in the entire industry is very high.

Third, the challenges brought about by the development of the new chemical industry. First, its diversified chemical capital has rapidly shifted to the chemical industry and led to the emergence of some new chemical industries in some areas of China, such as coal chemical industry. Second, chemical projects with greater risks have shifted from developed regions to underdeveloped western regions. In particular, some developed regions are in the process of adjusting their own industrial structure. Some small enterprises do not meet local development policies and seek new development opportunities. Seeing the opportunities brought about by the large-scale development of the western region, there has been a shift in the process of the elimination of small and medium-sized chemical companies in the eastern developed provinces to the west.

Fourth, urbanization has also brought many challenges to the safe production of chemical industry. With the rapid development of urbanization in China, many old companies are already outside the city and now they have become cities. How do they harmonize with the city's public safety production and public safety? The network of dangerous chemical pipelines in urban built-up areas where chemical companies are concentrated is very developed. New construction on the ground often brings challenges to the safety of underground chemical pipeline networks.

Fifth, the issue of safety management in chemical parks. China's new hazardous chemical construction projects must enter the chemical park. New chemical companies must enter the park, and these parks must be planned and completed. This has resulted in relatively intensive enterprises in the chemical park, with different scales and varying levels of safety management.
